Extension of 3 month rule for newly manufactured plywood and veneer sheet
The purpose of this notice is to advise the importing industry of AQIS expansion of the 3 month (90 days) rule for newly manufactured status of plywood and veneer sheets imported into Australia.
AQIS has long aclrnowledged the fact that plywood and veneer sheets undergo several manufacturing processes and consequently pose a lower risk than other timber commodities. For a small number of countries AQIS has used a 3 month (90 days) rule, based on manufacturer declarations, to confer low risk status for newly manufactured plywood and veneer consignments. These low risk status countries are Canada, Europe, Israel, Japan, United Kingdom, USA and New Zealand. For the same purpose AQIS has applied a 21 day rule to the rest of the world.
AQIS has now finalised a review of the rules, the commodities involved and related pest interception records. As a result of this review AQIS will expand the 3 month rule to all countries except for 8 countries that have been identified as being of high risk. These have been identified on the basis of the interception record and specific dry wood pests. These high risk countries are Indonesia, Malaysia, Philippine, Thailand, Singapore, Fiji, Western Samoa and Vanuatu.
Plywood and veneer sheets from all countries except from the above high risk countries may be released if accompanied by a valid manufacturer’s declaration stating the product has not been pre-used and has been containerised within 3 months (90 days) of manufacture.
A 21 day rule, based on manufacturer declaration, will remain in place for consignments of plywood and veneer sheets from Indonesia, Malaysia, Philippine, Thailand, Singapore, Fiji, Western Samoa and Vanuatu..
AQIS will replace the existing ICON conditions for plywood and veneer sheet to accommodate the expansion and this will be effective from 4 November 2005.
Please note that this condition applies to plywood and veneer sheet and doesn’t include products or articles made from plywood and veneer nor for plywood as timber packing. For products or articles made from plywood and veneer please refer to Definitions of Timber and Timber products. For details on timber packing please refer to ICON (www.agis.ov.au) and click on the ‘Timber packing and dunnage’ link.
Please note that the import conditions for manufactured wooden articles are currently subject to review.
Consignments of plywood and veneer sheet not meeting the above criteria or are not accompanied by an acceptable document are subject to either:
a) a full unpack and inspection at a Quarantine Approved Premises or b) a verification inspection prior to treatment
