As reference to members in the Web Communicator 2006 - Issue 04 of 8 March 2006 the Australian Customs Service (Customs) has engaged the consulting firm Booz Allen Hamilton to conduct an Independent Review (the Review) of the Integrated Cargo System (ICS).
The terms of reference of the of the Review are referenced in the attachment. The Customs Brokers & Forwarders Council of Australia Inc. (CBFCA) has met with representatives of Booz Allen Hamilton and in addition to the meeting have provided a submission to the Review.
The CBFCA has also met with representatives of the Australian National Audit Office (ANAO) which is also undertaking a review into the ICS as well as the overall Cargo Management Re-engineering (CMR) process. The CBFCA has also made a submission to the ANAO and will be providing further information.
The Reviews while having mutually inclusive requirements in terms of events post 12 October 2005 are mutually exclusive in terms of their prospective and retrospective reviews. In terms of Booz Allen Hamilton, their report has been publicly released on 9 June 2006 while that of the ANAO will probably be presented to Parliament in the last quarter of 2006 by the Auditor General.
