Packing Declarations are an essential tool for sourcing barrier information in relation to cargo imported into Australia.
The requirements for reporting barrier rests with the actual importer. The importer and/or the importer's representative (customs broker) must ensure that correct and concise barrier information is provided for ALL containerised cargo consignments. This barrier information is usually presented as a packing declaration.
If a valid packing declaration does not accompany the consignment, the consignment will be directed to AQIS for an inspection to verify whether or not wooden packing and/or bark and straw are present. This is a fee-for-service activity and further action may be required depending on the items found.
TREATMENT REQUIREMENTS FOR ALL CARGO
All wooden packing must be treated by an AQIS approved method. The most up to date information on acceptable treatments for wooden packing can be found in the AQIS publication Cargo Containers - Quarantine aspects and procedures. Information on both permanent (such as CCA) and non-permanent treatments (such as fumigation) is included in Appendix I and II of the publication. Please refer to Australian Quarantine treatments.
If a valid treatment certificate does not accompany the consignment, the consignment will be directed for treatment, destruction or re-export from Australia.
NUMERICAL LINK
It is essential that packing declarations and treatment certificates be directly related to a consignment. Numerical links will be acceptable on either document in formats such as:
a bill of lading number
marks and numbers
a commercial invoice number
a packing list number
a container number
Note that the amount of packages or weights does not constitute a numerical link.
WHERE CORRECT DOCUMENTS ARE NOT AVAILABLE/NOT PRESENTED
Where correct documents are not available or not presented, the Customs Broker in Australia lodging the customs entry for the goods will be required to refer the entry to AQIS for further action. This is a fee-for-service activity and further action may be required depending on AQIS actions.
ANNUAL FCL PACKING DECLARATIONS
Annual FCL Packing Declarations may be utilised by companies who consistently import the same or similar commodities from the same packing source or supplier using the same packing materials. The concessions granted through the use of annual packing declarations are intended to reduce the need for importer's agents to have in their possession a unique packing declaration for every container or consignment of containerised cargo.
The import/importer's representative may apply to AQIS for endorsement of Annual FCL Packing Declarations. Annual FCL Packing Declarations will only be valid if an AQIS stamp appears on the declaration, along with the signature of the approving AQIS officer, and an expiry date. Annual FCL packing declarations must include a statement relating to the use of straw packing and timber packing. They must also include a cleanliness statement. Where packers/suppliers use timber packing in their consignments they are required to supply a treatment certificate for each container in which timber has been used.
Annual FCL packing declarations are issued for a period of one year, from the date of signature of the packer/supplier on the declaration. If a packer wishes to continue this arrangement beyond one year the importer must reapply to AQIS after the twelve month period. Customs Brokers/registered owners of goods using this arrangement are encouraged to renew annual FCL packing declarations prior to the date of expiry of their current declaration to avoid problems which could occur as a result of outdated and unacceptable declarations.
AQIS will only endorse original annual packing declarations. A photocopy or fax of an annual packing declaration will not be endorsed by AQIS. Once an annual packing declaration has been endorsed by AQIS then the accredited person may photocopy this declaration and distribute it to their other state offices if required.
