Business operations/CMR-copliance compensation (2)
The changes to business processes for the sectors of industry responsible for barrier clearance and import/export cargo reporting procedures as a result of Cargo Management Re-engineering (CMR) have been the most significant since the original Customs Act was introduced in 1901. These changes involve new ways of communicating with Customs, new IT arrangements with mandatory electronic reporting and a methodology of self-assessment for imports and exports which carries with it the risk of significant penalties for non-compliance.
The Trade Modernisation Legislation (TML) that has been enacted as the outcome of CMR is a complex piece of legislation that dictates the form and manner in which industry will conduct its business with Customs. Business owners and managers, as well as their operational staff are required to adjust to the new changes to processes and reporting regimes.

As to compensation and compliance moratorium(s), these issues will continue to be addressed with the Minister for Justice and Customs and the new Chief Executive Officer, Customs, Mr Michael Carmody.
