Importing Personal Effects
Personal Effects are your own unaccompanied belongings sent from overseas. Returning Australian residents are not exempt from the requirements outlined below. If you have purchased something from overseas and have not owned and used it for a period longer than 12 months it is considered as a commercial shipment and is handled differently.
Clearance
Unaccompanied effects can be cleared by the owner. Alternatively, customs broker can arrange this on your behalf
It is important to contact your shipping company, airline or freight forwarder before attempting to gain Customs clearance. These companies will advise you of their requirements, their operating hours and the location of the goods.
Customs may examine your goods, and it will assist them to clear your consignment if you are able to provide invoices/purchase receipts relating to any new item you may have declared
Concessions
If you are a migrant coming to Australia to take up permanent residence for the first time, or a person returning to resume permanent residence, you may enter duty/tax free any unaccompanied effects - other than controlled items - which you have owned and used overseas for 12 months (or more) before your departure for Australia.
Duty free concessions which apply to alcohol, tobacco and other articles which accompany you through Customs when you arrive in Australia, do not apply to unaccompanied effects.
Where customs duty and taxes are payable on articles not owned and used for 12 months or more, liability does not lapse where goods have been acquired as gifts.
Customs may inspect unaccompanied effects consignments to ensure that concessional provisions are not misused.
Duty free concessions do not apply to goods arriving in Australia as unaccompanied effects.
Quarantine Requirements
Why is Quarantine interested in personal effects and household goods?
Australia's unique environment and important agricultural industries are free from many pests and diseases found in other parts of the world - but the movement of personal effects is one way these could be introduced. For example, outdoor furniture could harbour timber pests or be contaminated with soil or exotic weed seeds, while animal products such as meat, eggs, milk or cheese could contain diseases that could be transmitted to humans and other animals.
The Australian Quarantine and Inspection Service (AQIS) works to protect Australia's natural and economic assets from these risks while facilitating the international movement of people and goods.
Common Items of AQIS concern include:
wooden items
skins
soil and garden tools
food
carpets
vacuum cleaners
dried flowers
Christmas decorations
sand
seeds
straw
feathers
water
equipment used with animals.
Because of these risks you must advise AQIS of specific items in your consignment. If necessary, AQIS will undertake an inspection of your goods, treat items that could contain pests or diseases, or seize and destroy prohibited items. You may also choose to re-export items of value.
What should I do when packing?
Do not use used fruit, vegetable and flower boxes, used egg cartons, straw or sawdust to pack your goods. These items are prohibited imports.
1. Check information on bringing items to Australia through ICON, AQIS's import conditions database. By searching ICON you can find if an item is permitted into Australia, if it requires an Import Permit or treatment, or if there are any other Quarantine concerns. Try searching 'personal effects' on ICON, for further information.
2. When packing your personal effects, prepare a list that includes all the items in your consignment. This should include the package number (for example, Box 1) and a list of items contained in each package. Pack all items of Quarantine concern in one box to aid inspection of your goods.
3. Make sure all used cars and tyres, garden tools, outdoor furniture, lawn mowers, bicycles, sporting equipment, shoes and boots are free of soil and seed contaminants, and empty vacuum cleaner bags. Items with soil contamination will be cleaned at your expense.
If items of quarantine concern are found among your personal effects they will be treated, and you'll be billed for the cost of the treatment. Christmas decorations such as pinecones or dried flowers will be heat-treated: this could damage wreaths and decorations.
Timber items with evidence of insect infestation must be fumigated before they are released. You may consider having these items fumigated before transporting them to Australia.
